Is the Cook County Board of Ethics Covering for One of Its Own...?

On October 5 of 2010, I filed a complaint with the Cook County Board of Ethics against 6th [County] District Board Commissioner, Joan Patricia Murphy; specifically that she accepted campaign contributions, in illegal amounts, from Anchor Mechanical, Northwestern Pharmaceutical, and SCR Medical Transportation.

...Worth mentioning, Murphy is a former Board of Ethics "investigator"...

According to the Cook County Ethics Ordinance, specifically Sect. 2-585, there are maximum campaign contribution limits for any company that does business with, or seeks to do business with, Cook County.

Strangely enough, the Board of Ethics responded, in writing: stating that the above companies had been fully refunded.

But there's just one problem: I cannot find records of these payment refunds on the Illinois State Board of Elections website.
